- An Extreme Risk Protection Order is a civil court order that temporarily restricts one person's access to firearms. As of February 2026, 22 states, the District of Columbia and the U.S. Virgin Islands have one; in eleven of them the order goes by another name - California's Gun Violence Restraining Order, Indiana's risk warrant, Virginia's Substantial Risk Order; and who may petition for it, the burden of proof and every deadline are set by each jurisdiction's own statute. The National ERPO Resource Center was established in 2023 by the Johns Hopkins Center for Gun Violence Solutions in partnership with the U.S. Department of Justice, Bureau of Justice Assistance, as a training and technical assistance hub for the states and localities implementing them - one of the three providers BJA selected for the Byrne State Crisis Intervention Program: trainings for ERPO stakeholders, implementation support, peer-to-peer engagement with model ERPO learning sites, and presentations and webinar...
